Probably for a repossession company

There’s a grey Volvo S60 here that has them to scan for cars that are up for repo and I guess they report it so a tow truck can come grab it.

I met one of these guys at a local car meet (he rolled up on us out of curiosity while scanning the parking lot). This is a private scanner for a contractor. They scan thousands of plates for repossession notices, outstanding warrants, and anything else that lets them tow your car. They can get cars traveling both directions or while parked and usually work in teams.

Shady shit, not law enforcement, but perfectly legal.

repo companies. People get freaked out by police scanning plates for potential tickets. What these tag is even scarier as they also record date and location to build a database of frequented locations incase your car is to be repossessed. On top of that they will sell your data to anyone for additional money.

You see them a lot on private towing rigs around where I live. Have seen a few that are super obvious. One was very well concealed in the trunk with a clear panel cut into the sides. The car was wrapped. Panel failed close inspection but did not notice until i knew what to look at.
